Holland, PA School District Fined by EPA for Asbestos Management Violations

In June 2009, the U.S. Environmental Protection Agency (EPA) announced that a settlement had been reached with the Council Rock School District in Holland, PA for violations of the Asbestos Hazard Emergency Response Act (AHERA).

Fines were assessed against the District for:

  • Failure to have an asbestos management plan in place at the high school;
  • Failure to have a complete and updated copy of the management plan available at the elementary school; and 
  • Failure to submit an annual report to parents, teachers and employee organizations regarding the availability of the management plans for the two school buildings.

    Since the District’s costs to come into compliance with the violations exceeded the amount of the fines, the EPA penalty was waived.

    Exposure to asbestos is known to cause serious illnesses such as mesothelioma, asbestos-related lung cancer or asbestosis.
