New York asbestos waste disposal guidelines

According to the New York State Department of Environmental Conservation, all asbestos waste disposal activities conducted in New York City are regulated by local regulations. Asbestos and waste disposal

August 2, 2010 – Asbestos is a toxic building and insulation material that kills approximately 10,000 people in the United States every year. Asbestos exposure is most frequently caused by work-site inhalation of errant asbestos fibers. Occupational asbestos exposure can lead to deadly diseases like asbestosis and mesothelioma, but usually many years after the initial exposure.

Due to the asbestos-containing materials' extreme toxicity and omnipotent presence in public buildings and homes, ships and automobiles, federal, state and local laws now govern the handling of asbestos waste materials, especially in regards to its disposal.

FEDERAL RULES

The U.S. Environmental Protection Agency (EPA) regulates the list of National Emission Standards for Hazardous Air Pollutants (NESHAP). The NESHAP regulations govern the emission of asbestos containing material. NEW YORK STATE RULES

Several state agencies are involved in managing asbestos waste disposal efforts in New York:

  • Questions regarding certification and training of individual employees who work in the asbestos abatement industry, and approval of training providers, should be directed to the New York State Department of Health (NYSDOH), Center for Environmental Health, Bureau of Occupation Health, Troy, NY; Telephone: 1-800-458-1158 (Ext. 27940).
  • Questions concerning health-related issues including public concern about exposure should be directed to the New York State Department of Health, Center for Environmental Health, Bureau of Toxic Substance Assessment, Troy, NY; Telephone: 1-800-458-1158 (Ext. 7800).
  • Questions concerning asbestos abatement projects should be directed to the New York State Department of Labor, State Office Building No. 12, Albany, NY 12240 at (518) 457-1255.
  • Questions concerning asbestos transportation should be directed to the New York State Department of Environmental Conservation, Division of Solid & Hazardous Materials, Waste Transporter Permit Program, Part 364. Hauler Permits at (518) 402-8707.
  • Questions concerning asbestos disposal should be directed to the New York State Department of Environmental Conservation, Division of Solid & Hazardous Materials, Bureau of Solid Waste, Reduction & Recycling, 625 Broadway, Albany, NY 12233 at (518) 402-8706.
