Recycling Centers

At the present time, EPA does not allow either Category I or II nonfriable demolition debris to go to any facility (e.g., a cement recycling facility) that will sand, grind, cut or abrade it or otherwise turn it into RACM waste. Recycling facilities which cause non-RACM waste to become RACM waste are subject to the provisions of the asbestos NESHAP.

Conversion Facilities

Conversion facilities are addressed in the November 1990 revised asbestos NESHAP. Owners/operators of such facilities must handle ACWM according to the provisions of the asbestos NESHAP.
