A consent decree between the state of Maine and a company dumping asbestos allows for a small amount of asbestos

"What is allowable is only inert construction debris, which is essentially concrete or soil. ...;The consent agreement ...; allows 1 percent by volume of asbestos that is primarily on a coating (mastic) on the brick or concrete. For the soil, there is no level of acceptable asbestos," Selectman Sinden said.
