The documents related to the February 2007 firing of former chief building official Ray Waller allege he negligently allowed demolition in a county building that exposed people to asbestos, directed his staff on how to handle permits for spec homes he built, signed off on a number of defective buildings, and routinely told subordinates and plan-checking firms that Calaveras County didn't have to comply with several California building codes.
