Building official fired over asbestos and other violations disputes interpretation of events

Waller, a former building official who was dismissed over asbestos violations and other improper practices, disputes Moreno's interpretation of events.

He says he agreed to change orders requested by CalWorks officials with the understanding they had the money to pay for it. Moreno said that Waller acted without board knowledge when he signed a document June 8, 2001, that committed the county to pay potential cost overruns. "These adverse consequences were directly attributable to you and your poor judgment and unprofessional conduct," she wrote in her letter.
