A former building official, Waller, was found to have to multiple violations of laws regarding asbestos checks in remodeling projects

In addition, Waller was responsible for other violations

In 1996, Waller approved a 2,400-square-foot steel garage at Mariposa and Sunset streets in a residential neighborhood in San Andreas. Neighbors were outraged. There were repeated grand jury investigations and heated discussions at public meetings. As a result, county supervisors learned that many other such oversized "garages" had been approved and built around the county.
