Pickettville Road Landfill

Site Background: The Pickettville Road Landfill site located in Duval County, Florida is a 52 acre site which began as a borrow pit for sand in the 1940's. From the 1960's until 1977 the site was backfilled with industrial and municipal waste. In the late 1970's and early 1980's the Florida Department of Environmental Regulation and the EPA documented the presence of volatile organic compounds and metals in site soil and groundwater. The site threatens local drinking water sources and two nearby creeks that receive site runoff from the site and discharge from the effected aquifers.
Cleanup Progress: Actual Construction Underway : A final decision for cleanup of the site was reached by EPA in September, 1990. A Consent Decree for the design and implementation of the remedy was reached between EPA and the potentially responsible parties (PRPs) in September, 1992. The remedy consists of the installation of a protective cover system for the landfill, extension of the municipal water supply to nearby residents, restoration of the adjacent Little Sixmile Creek, and implementation of a long-term monitoring program. This remedy was completed in June 1997. Recent groundwater monitoring has revealed elevated contaminant levels along the northern site boundary. An effort is currently under way to evaluate remedial alternatives. A Focused Feasibility Study for additional remedial action to address ground water was approved in March, 2000. A pilot test was conducted during the summer of 2000 to evaluate the effectiveness of zero-valent iron within a permeable wall for degrading the volatile organic compounds in the groundwater. The results of the pilot test (a laboratory procedure to determine if the remedial technology will work) indicates that the Iron Reactive Permeable Barrier will decrease the concentration leaving the site. EPA is preparing a Proposed Plan in which the preferred remedy will be presented for public comment. After considering the public comments a Record of Decision (ROD) will be drafted setting forth the remedy. The remedy design will then be finalized and the remedy implemented.
