Gulf Oil Spill Claims

Speech by Compensation Fund administrator for Gulf oil spill claims

View the unedited speech about Gulf oil spill claims here. Or, view our edited segments of the speech: Part 1 and Part 2. The speech also included a Q&A session, which includes comments from Perry Weitz: Part 3 and Part 4.

September 14, 2010 - Kenneth Feinberg, administrator of Gulf Coast Claims Fund, spoke before representatives of Florida businesses, citing firm partners Perry Weitz and Robert Gordon for their work in helping victims of the oil spill disaster. Since the Gulf oil spill in April 2010, thousands of those that own and operate the Gulf region’s hotels and restaurants have faced significant loss of income.

The region’s commercial seafood and recreational fishing industries experienced financial hardship because ocean waters were either restricted or closed. Owners, operators and employees of the region’s seafood processing facilities also saw financial losses, and both industries faced consumer fears about the safety of fish harvested from Gulf waters.

Other types of business experienced steep financial setbacks, including recreational boating and water sports, Gulf coast retail stores and boardwalk food and souvenir shops.

Appointment of administrator to manage Gulf oil spill claims

In June 2010, President Barack Obama appointed Mr. Feinberg to oversee the claims submitted to the Gulf Coast Claims Fund (GCCF). Mr. Feinberg is responsible for paying claims to affected businesses and individuals from the $20 billion in the Fund's coffers.

Mr. Feinberg initially said BP oil spill claims would be denied based on geographic criteria—including claims from Gulf state businesses not adjacent to the shore. He later amended this in his address to the Florida Restaurant and Lodging Association (FRLA), indicating that all legitimate financial-loss claims would be evaluated and paid based on specific criteria, including help with the proper submission of documentation of current and long-term losses.
