According to Medical News Today, the Chagzhou plant of Scientific Protein Laboratories, was never checked by drug regulators in China. Scientific Protein Laboratories supplies Baxter with the active ingredient used in Baxter's heparin blood thinner products.
Medical News today reports that the plant has no certification. Dr. Murray Lumpkin, Deputy Commissioner for International Programs, FDA, has stated that the Chinese regulators do not regularly inspect drug plants that make medications solely for export to the USA. According to Lumpkin, Chinese drug regulatory authorities only inspect plants that manufacture medications for domestic sales. Although some plants that produce solely for export are inspected, such inspections are not mandatory.
