Jacksonville is a mixed-use commercial and residential community that is reliant on groundwater as a drinking water source. This community is located near a drainage divide along a topographical ridge between two surface streams. The area is underlain by weathered bedrock (saprolite), approximately 40 to 60 feet thick, and the Loch Raven Schist of the Wissahickon Group. Groundwater flow is primarily controlled by a major fracture set trending northeast to southwest. Bedrock is highly metamorphosed.
The Department currently has two active cases related to petroleum impacts in the Four Corners area. In July 2004, the MDE-OCP opened its groundwater investigation under Case No. 2005-0045-BA2 in response to elevated methyl tertiarybutyl ether (MTBE) levels (512 ppb) at 3410 Sweet Air Road (former location of Jacksonville Veterinary Hospital)). In September 2004, the MDE-OCP re-opened the Four Corners –Jacksonville Groundwater Investigation case under Case No. 2005-0326-BA2 in response to elevated MTBE levels in on-site monitoring wells at the Amoco Service Station (14243 Jarrettsville Pike) and three newly impacted off-site drinking water wells.
MTBE is a fuel additive commonly used to reduce carbon monoxide and ozone levels caused by auto emissions. There is no national regulatory standard for MTBE in drinking water. In 1997, the EPA issued an advisory for MTBE based on taste and odor of 20 to 40 ppb. Although the EPA has not established a regulated Maximum Contaminant Level (MCL) for MTBE, the Department has adopted an action level of 20 ppb. The MDE-OCP is currently evaluating all active gas stations with UST systems to determine if there is an ongoing petroleum release.
On May 21, 1981, the Baltimore County Health Department (BCHD), precursor to the Baltimore County Department of Environmental Protection and Resource Management (BADEPRM), received a call from a resident [Weir property at 14220 Jarrettsville Pike, located adjacent to the former Exxon station (14222 Jarrettsville Pike)], complaining of petroleum odors and taste in the domestic well water. Subsequently, a domestic well sampling effort was coordinated between BCHD and the Department of Natural Resources - Water Resources Administration (DNR-WRA), precursor to the Maryland Department of the Environment - Oil Control Program (MDE-OCP), for properties with non-community supply wells and domestic wells located on the west side of Jarrettsville Pike and south of Paper Mill Road. Six drinking water wells in the 1400 block of Jarrettsville Pike were impacted by elevated levels of benzene. Between March and June 1981, three gasoline service stations at the Four Corners intersection were targeted to perform tank tightness tests on their gasoline underground storage tank (UST) systems to determine if they were leaking. These stations included the former Exxon station (14222 Jarrettsville Pike-currently a vacant lot); the former Chevron/Gulf station (14226 Jarrettsville Pike–currently the Jacksonville Citgo station); and the Amoco Station (14243 Jarrettsville Pike).
Between 1981 and 1984, Amoco, Chevron/Gulf, and Exxon independently attempted to characterize the groundwater contamination in the Jacksonville area. These attempts generated a large volume of local hydrogeologic data to better define the groundwater contaminant plume. During this timeframe, a private lawsuit was filed against all three oil companies by impacted homeowners, Ascot Estates (developer), and several businesses along Jarrettsville Pike. As a result of the lawsuit,the plaintiffs were compensated for the loss of use incurred of their private drinking well water supply. In October 1984, the U.S. Environmental Protection Agency (EPA), Region III, entered into an Administrative Consent Order with the three responsible parties to implement a groundwater treatment system. The primary objective of the treatment system was to contain and reduce the dissolved benzene concentrations in the two plumes (north and south) at or below 20 parts per billion (ppb) to achieve asymptotic levels (i.e. static concentrations) and/or to operate the system for 10 years and then re-evaluate cleanup objectives.
Between 1987 and 1996, a remediation system was operated at the Four Corners intersection to address the petroleum groundwater contaminant plume. This hydraulic containment system was selected to prevent further migration of the petroleum contaminant plume to off-site drinking water receptors including future residential developments (e.g. Ascot Estate). Other remedial strategies were evaluated (e.g. soil venting, bioremediation) but the pump-and-treat system was determined to be the most effective cleanup strategy at that time.
Chronology (1981 – 2000):
• April 13, 1981. The Maryland Department of Health and Mental Hygiene (DHMH) performed a study into cancer deaths in the Jacksonville area. The study concluded that death rates of leukemia and cancer were lower in Jacksonville than the average Baltimore County area.
• May 21, 1981. DNR-WRA received a citizen complaint from the Weir property (14220 Jarrettsville Pike) concerning domestic well contamination. Site visit revealed the following:
- Domestic well depth at 111 feet; and
- Drinking water sample collected by BCHD.
• June 8, 1981. DNR-WRA visited the Colonial Pipeline on Lavale Road in response to a homeowner downgradient complaining of sheen in the stream. A break in the pipeline occurred in the early 1970s, which resulted in a discharge of gasoline. The hillside was excavated until the break was identified. Repairs were completed to the pipeline and containment was set in the stream to recover product. The following was required:
- A filter fence across the stream to be monitored daily for the next 5 to 7 days; and
- If large quantity of gasoline was collected, DNR-WRA would require Colonial Pipeline to recover more product.
• June 9, 1981. BCHD requested assistance from DNR-WRA to investigate the source of the petroleum contamination in the area supply wells.
• June 17, 1981. Public meeting with residents of Four Corners, local officials, and BCHD. UST systems in the area would be further investigated for potential leaks, including the Phoenix Military Reservation and Colonial Pipeline.
• June 22, 1981. DNR-WRA visited the Phoenix Military Reservation and observed the following:
- Kent-Moore tank tightness test identified a leak in a #2 fuel oil UST on-site; and
- Septic system sampled to determine the presence of chlorinated solvents.
• June 28 and 30, 1981. DNR-WRA visited the Phoenix Military Reservation and observed the following:
- Two gasoline tanks excavated and pit partially backfilled, no odors detected, dry excavation; and
- A used oil tank was exposed in the pit, content sampled, pumped of product, and removed.
• July 2, 1981. Groundwater sampling results limited to benzene, toluene and xylene.
- Former Exxon Station (14222 Jarrettsville Pike) tap: Benzene 30 ppb, toluene 40 ppb, xylene non-detect;
- Former Exxon Station -Well #1: Benzene, toluene, and xylene non-detect;
- Former Exxon Station -Well #3: Tested by Exxon, determined to be their product;
- Weir Property (14220 Jarrettsville Pike) tap: Benzene, toluene, and xylene below 25 ppb;
- Former Gulf Station (14226 Jarrettsville Pike) tap: Benzene 700 ppb, toluene 25 ppb, xylene 180 ppb;
- Watty Restaurant Property tap: Benzene 700 ppb, toluene 50 ppb, xylene 140 ppb;
- Exxon Land Bank: Benzene, toluene, and xylene below 25 ppb.
• July 6, 1981. DNR-WRA conducted preliminary soil borings. Explosive meters were utilized to gauge gas/vapor readings from the boreholes at depths ranging from 8 to 38 feet. Of the 9 borings, only 3 showed detectable levels of gas. The source of petroleum contamination could not be determined from this study.
• July 24, 1981. Groundwater sampling results limited to benzene, toluene and xylene.

• September 30, 1981. Compilation Report, Jacksonville, Maryland Subsurface Contamination prepared by DNR-WRA Oil Spill Control Division. A synopsis of field activities completed to date.
• 1982. In response to the Weir complaint, the nearby Phoenix Military Reservation was also investigated as a potential source of solvent contamination in the Jacksonville area. This facility formerly operated as a NIKE missile site for the testing of military equipment from 1954 (when first constructed) until 1966 when activities ceased and equipment was decommissioned. The facility remained inactive until 1974 when it was leased to the Maryland National Guard. In July 1976, the property was transferred to the Department of Interior as part of a Heritage Trust land preservation process.
• 1985. Letter from the Baltimore County Office of Planning and Zoning concerning alternative water supply to the Jacksonville area.
• July 1987. Report of Remedial Design of System to Remove Gasoline - Derived Hydrocarbons submitted by Chevron and Exxon.
• November 18, 1987. The BADEPRM instructed the resident at 3636 Stansbury Mill Road that an improperly abandoned fuel storage tank adjacent to the driveway be removed. Sampling of the tank contents revealed an undetermined amount of petroleum product mixed with water.
• February 23, 1988. The MDE visited the property at 21131 Jarrettsville Pike to investigate gasoline odor complaints by the property owner. Mr. Watkins’ interview revealed the following:
- Resident supplied his own carbon filtration unit on his drinking water supply well;
- In 1981 several monitoring wells were installed on his property;
- Since 1986 contaminant levels have been rising, suggesting an additional source;
- BCHD sampling Mr. Watkins’ well every 6 months;
- In 1984 a “new” Exxon station was constructed at 14528 Jarrettsville Pike; the new tank installation was photographed and observed to have no secondary containment around fill pipes.
- On February 23, 1988 ditch appeared to be stained with grease/oil.
• Three service stations were identified as responsible parties for the initial petroleum impact in the 1980s:
- Former Exxon Service Station, located at 14222 Jarrettsville Pike;
- Former Jacksonville Gulf/Chevron Station, located at 14226 Jarrettsville Pike; and
- Amoco Station, located at 14243 Jarrettsville Pike.
Former Exxon Service Station, 14222 Jarrettsville Pike:
Exxon retail gasoline station owned and operated by Exxon Corporation since 1965 ceased operations at this location on November 1, 1984 and relocated to 14258 Jarrettsville Pike. At the time of the citizen complaint in May 1981, Exxon operated six USTs that had never been tested.
-- 1981. Exxon report to the EPA an estimated loss of 700 gallons of gasoline from a leaking UST lined with fiberglass between March 1979 and October 1980.
-- May 22, 1981. Letter to Exxon from their contractor concerning the results of the tank test conducted May 15, 1981. All three gasoline USTs (8,000-gallon unleaded, 8,000-gallon regular, and 4,000-gallon unleaded) tested tight below regulatory threshold.
-- July 27, 1981. The BCHD, which then had local jurisdiction for the regulation of UST systems, initiated an investigation into the Exxon Station and required the following:
- Installation of monitoring wells to define the area of impact, in which Exxon responded by installing 45 observation wells throughout the Jacksonville area; and
- Testing of the UST systems, which were found to be in compliance (Exxon’s letter of August 12, 1981).
-- November 1, 1984. Exxon ceased gasoline retail activities at the facility.
-- January 1985. Groundwater sampling of observation wells revealed elevated levels of petroleum constituents in the vicinity of the Exxon station:
- MW-1: Benzene 2,690 ppb (MCL 5 ppb), ethylbenzene 760 ppb (MCL 700 ppb), toluene 4,900 ppb (MCL 1,000 ppb), TPH 18,000 ppb (MCL 47 ppb.); and
- MW-31: Benzene 5320 ppb.
-- June 2, 1987. Case No. 1987-2364 opened. Exxon reported a gasoline release from a submerged terminal pipe at the station.
-- June 4, 1987. DNR-WRA conducted follow-up interview with Exxon personnel and determined that approximately 1 to 30 gallons of product was released.
-- June 5, 1987. DNR-WRA conducted a site visit and observed hydrocarbon monitors in place that did not detect any oil in the tank field area, nor were there any wells available for bailing in the tank field with Exxon personnel. Approximately 1 to 30 gallons of product released. Case No. 1987-2364 closed.
Exxon Service Station, 14258 Jarrettsville Pike:
Exxon Service Station owned and operated by Exxon since November 1, 1984 at this current location. Six (6) USTs were originally registered at the facility in May 1990:
- Two 8,000-gallon gasoline (buffhide double-walled tanks with fiber-glass reinforced plastic piping);
- One 10,000-gallon kerosene (buffhide double-walled tank with fiber-glass reinforced plastic piping);
- One 12,000-gallon gasoline (buffhide double-walled tank with fiberglass reinforced plastic piping);
- One 1,000-gallon fuel oil (buffhide double-walled tank with fiber-glass reinforced plastic piping); and
- One 1,000-gallon (buffhide double-walled tank with fiber-glass reinforced plastic piping).
Note: This tank was never subsequently reported or accounted for in any other report.
• February 27, 1991. MDE-OCP opened and closed Case No. 1991-1691-BA for removal of the 4,000-gallon wastewater tank.
• May 29, 1997. MDE opened Case No. 1997-2249-BA3. MDE-OCP oversaw the removal of a 1,000-gallon heating oil UST. Soils field screened using PID (69.7 units below 2 ft. of tank bottom). No soil samples collected. Tank observed to be in good condition although piping material was scratched.
Chevron Corporation/Jacksonville Gulf, 14226 Jarrettsville Pike:
1970. Gulf Oil Corporation leased the property to an independent operator. The facility was then known as Jacksonville Gulf Station. At the time of the citizen complaint in May 1981, Gulf Oil Products operated 6 USTs at the facility, which had never been tested:
- Two 4,000-gallon unleaded gasoline (bare steel);
- One 4,000-gallon regular leaded gasoline (bare steel);
- One 3,000-gallon gasoline (bare steel);
- One 6,000-gallon diesel (fiberglass); and
- One 550-gallon used oil (fiberglass).
Subsequently, Chevron, a successor in interest to Gulf Oil, assumed responsibility of the facility.
• July 27, 1979. DNR-WRA conducted a site inspection and found that used oil had been discharged in a drain field near a stream at the rear of the facility, and oil was found in the floor drains. DNR-WRA issued a warning notice for cleanup.
• August 9, 1979. DNR-WRA conducted a site inspection and determined that cleanup activities had been completed. Operator advised to run water through the oil/water separator.
• June 10, 1981. Tank tightness test performed by Calco Inc. for the 4 gasoline USTs. Tanks tested tight based on 06/11/84 letter to DNR-WRA form Gulf Oil Co.
• March 15, 1984. The four (bare steel) gasoline USTs were tested for tightness by Hunter Environmental Services on behalf of Gulf Oil Products. Tanks tested tight based on 03/30/84 letter to DNR-WRA.
• 1984 to 1987. Two USTs removed from the facility were replaced with four 10,000-gallon USTs (three gasoline and one diesel). It is unclear from the files when the fourth older UST was removed.
- 1984. A 550-gallon used oil (fiberglass reinforced plastic tank with bare steel, cathodically protected piping) was removed.
- 1987. A 6,000-gallon kerosene (fiberglass reinforced plastic tank with bare steel, cathodically protected piping) was removed.
- Tanks were replaced with three 10,000-gallon gasoline tanks (fiberglass reinforced plastic and a similar singlewalled piping material) and a 10,000-gallon diesel tank (fiberglass reinforced plastic and a similar single-walled piping material).
• January 1985. Groundwater sampling of observation wells revealed elevated levels of petroleum constituents in the vicinity of the Chevron station. Monitoring well MW-14 contained benzene at 979 ppb.
• March 1986. The EPA requested Chevron to sample perimeter wells that continued to show detectable levels of petroleum constituents.
• May to June 1986. Eight (8) USTs registered to Chevron:
- Three 10,000-gallon gasoline (fiberglass reinforced plastic w/fiberglass reinforced plastic piping, single walled);
- One 6,000-gallon kerosene (fiberglass reinforced plastic, piping of unknown material), removed in June 1987;
- One 10,000-gallon diesel (fiberglass reinforced plastic w/fiberglass reinforced plastic piping. single walled);
- One 550-gallon used oil (fiberglass reinforced plastic w/fiberglass reinforced plastic piping, single walled), removed in 1984; and
- Two 35-gallon steel tanks containing hoist oil (tanks were never accounted for in subsequent reports; appeared to be exempt from the regulations).
Amoco Service Station, 14243 Jarrettsville Pike: At the time of the citizen complaint in May 1981, Amoco operated 6 USTs at the facility, which had never been tested. The tanks were reportedly installed in 1945. As a result of the gasoline investigation in the Jacksonville area, the BCHD initiated an investigation into the Amoco station. Amoco installed eleven (11) monitoring wells. Sampling performed at the Amoco station on April 21, 1986 of the on-site wells showed the highest concentration of petroleum contaminants in MW-24 (benzene at 1,880 ppb, toluene at 1.695 ppb, and xylene at 2,333 ppb).
-- June 8, 1981. Tank testing of the three gasoline USTs (bare steel) was conducted by Amoco’s contractor, Petro Supply Inc. All three tanks tested tight.
- One 2,000-gallon, registered as installed in January 1949 (bare steel);
- One 4,000-gallon, not registered, reportedly installed in 1976 (bare steel); and
- One 6,000-gallon, not registered, reportedly installed in 1976 (bare steel).
• December 12, 1983. Based on tank tightness tests conducted by Amoco’s contractor, a report of a possible gasoline tank leak was reported to the DNR.
• December 13, 1983. DNR-WRA telephone conversation with Amoco’s tank tester concerning 0.15-leak rate amongst the 4 manifolded tanks. Tanks to be re-tested.
• December 16, 1983. DNR-WRA issued Site Complaint (SC-0-84-304) to Amoco Oil for the gasoline release. DNRWRA required that leaking tanks and lines be replaced/repaired and that a plan be submitted for review.
• January 10 and 12, 1984. DNR-WRA conducted a site visit in preparation of line tests and tank tests.
- Lines were uncovered; and
- Gasoline was observed to be dripping from the vent line union of one of the four tanks.
• January 19, 1984. DNR-WRA conducted a site visit to observe tank tightness test. One tank was determined to have leaked. A precision test of all tanks was required.
• February 20, 1984. Amoco’s letter concerning retesting of the USTs:
- All 4 tanks tested tight; and
- Original cause of the leak was determined to be a vent pipe that was not tight.
• March 1, 1984. DNR-WRA conducted a site visit to observe tank removal. Negotiations in progress between property owner and Amoco to install new tanks.
• March and April 1986. Five (5) USTs registered to Amoco Oil:
- Three 10,000-gallon gasoline, registered as installed in 1982 (single-walled, fiberglass reinforced plastic w/single walled piping of similar material);
- One 550-gallon used oil tank with galvanized steel piping, reported installed 1949; and
- One 55-gallon hydraulic oil tank with galvanized steel piping.
• February 10, 1987. Amoco letter to BCHD concerning the construction schedule of the pump-and-treat system.
• February 24, 1987. MDE-OCP opened Case 1987-1660-BA related to a used oil tank.
• March 9, 1987. MDE-OCP closed Case 1987-1660-BA.
• March 10, 1988. Adjacent domestic well (Watkins Property, 21131 Jarrettsville Pike) was sampled pre- and post-carbon treatment system:
- Pre-treatment: MTBE unreported; benzene 967 ppb; toluene 229 ppb; ethylbenzene 80 ppb; xylene 340 ppb; and
- Post-treatment: MTBE at 2 ppb; non-detect for other petroleum constituents.
-- March 7, 1988. An Administrative Consent Order was finalized with EPA Region III, Exxon, Chevron (successor to Gulf Oil Products), and Amoco. A work plan was submitted to address the petroleum contaminant groundwater plume.
-- A pump-and-treat system to be operated drawn from six groundwater monitoring wells (MW2, MW14, MW45, MW46, MW48, and MW52), in conjunction with an air stripper.
-- Groundwater samples from any observation well should not show benzene concentrations greater than 20 ppb for over four consecutive quarters.
-- Concentrations of benzene should achieve asymptotic levels for benzene greater than 20 ppb. Both Chevron and Exxon must provide proof of this leveling off effect using appropriate statistical methods.
-- If 10 years has elapsed and the recovery system is insufficient according to MDE’s determination, MDE may recommend changes to the remediation system to the responsible parties.
-- The air stripper must be operated and maintained to achieve minimal removal efficiency for benzene.
-- Quarterly sampling and water level measurements of MW2, MW14, MW45, MW46, MW48, and MW52. The BCHD must to be notified 48 hours prior to sample collection. During first quarter, analyze for tetraethyl lead, ethylene dichloride, and ethylene dibromide.
-- Annual sampling of perimeter wells (MW1, MW3, MW29, MW35, MW38, MW43, MW47, MW63, and MW72).
-- Results to be reported to MDE and BCHD within 30 days of receipt of results. Certified laboratory to be utilized for sample analyses. Duplicate/split samples to be collected at the discretion of MDE.
-- The remediation was divided into a southern (Chevron/Gulf and Exxon) and northern (Amoco) plume and responsible parties were designated. A pump-and-treat system was the selected remedial action based on three 72- hour pump tests (06/85 performed by Geraghty & Miller for 72 hours); fracture trace analyses and monitoring well development data.
-- Amoco was named the responsible party for the northern plume. This plume encompassed the area adjacent to the Amoco Station, located at the southeast corner of the intersection of Jarrettsville Pike and Sweet Air/Paper Mill Road and extended to the west/southwest. A groundwater pump-and-treat system was installed in 1987. The system was designed with an iron removal system to prevent clogging of the infiltration galleries that were utilized to promote flushing of the contaminant zone. The pump-and-treat system ran continuously until 1992. On March 5, 1992, the EPA determined that Amoco could discontinue pumping of MW24 since benzene concentrations had reached asymptotic levels that met the criteria of the Consent Order and required post-monitoring of eight (8) wells on a quarterly basis for two years beginning April 1992 to April 1994. A two-year, post-monitoring period was performed prior to case closure in 1996.
• November 3, 1995. MDE-OCP visit regarding site complaint about a dispenser release.
• July 31, 1996. MDE-OCP approved the abandonment of certain wells and recommended the sampling of certain wells for petroleum constituents.
• November 18, 1996. MDE-OCP issued Notice of Compliance to Amoco. Case No. 1989-0588 closed.
• November 20, 1996. MDE-OCP issued Notice of Compliance to Amoco. MDE approved the abandonment of monitoring wells associated with long-term remediation.
¦ Exxon and Chevron/Gulf were named the responsible party for the southern plume. The southern plume extended from both stations, located at the western portion of Jarrettsville Pike. A groundwater remediation system was installed at the former Exxon station (14222 Jarrettsville Pike), located approximately 600 feet south of the intersection of Routes 146 and 145. The station closed at that time and relocated to the current location on the southwest corner of the intersection of Routes 146 and 145. The plume and remediation extended west to areas encompassing Ascot Estates, which at the time were being developed. A pump-and-treat system operated continuously from 1988 to 1994. After a period of post– remediation monitoring, the case was closed in 1995.
• January 27, 1995. Site Closure Report –May 2, 1994 submitted by Chevron to MDE-OCP.
CHRONOLOGY (2000 – PRESENT):
Currently, the MDE-OCP and the BADEPRM are involved in assessing groundwater conditions in the Four Corners, Jacksonville community. The MDE-OCP opened two new cases in 2004 related to MTBE impacts in off-site drinking water wells. MTBE was detected above the action level of 20 ppb in three (3) non-community supply wells that service businesses. The BADEPRM required the property owners to install carbon treatment systems. Although concentrations in the supply wells may be related to the historical groundwater contamination, the MDE-OCP is investigating all potential new sources, including three (3) active gasoline service stations: Jacksonville Citgo, 14226 Jarrettsville Pike; Amoco, 14243 Jarrettsville Pike; and Exxon, 14258 Jarrettsville Pike. The MDE-OCP is also investigating any other existing UST systems to ensure they are in operational compliance with regulatory standards. Note: The former Exxon station at 14222 Jarrettsville Pike is an undeveloped wooded lot in which all USTs/equipment were decommissioned and removed in 1984. The MDE-OCP and BADEPRM will continue to coordinate their sampling efforts in the Four Corner’s community to minimize impacts to drinking water receptors.
-- Jacksonville Citgo (formerly Jacksonville Gulf/Chevron), 14226 Jarrettsville Pike [owned and operated by Carroll Independent Fuel Company (CIFCO)].
• 1993. Amended UST registration lists five USTs commercially insured and owned/operated by CIFCO:
- Three 10,000-gallon gasoline (single walled fiberglass reinforced plastic tanks with single walled piping of similar material);
- One 10,000-gallon diesel (single walled fiberglass reinforced plastic with single walled piping of similar material); and
- One 550-gallon used oil (single walled fiberglass reinforced plastic with bare steel, cathodically protected, single walled piping).
• 1997. Amended UST registration lists five USTs commercially insured and owned/operated by CIFCO:
- Three 10,000-gallon gasoline (single walled fiberglass reinforced plastic with single walled piping of similar material);
- One 10,000-gallon diesel (single walled fiberglass reinforced plastic with single walled piping of similar material); and
- One 550-gallon used oil (single walled fiberglass reinforced plastic tank with bare steel, cathodically protected, single walled piping).
• August 4, 1999. MDE-OCP site visit to investigate if the facility met the upgrade requirements for the 550-gallon used oil tank. Tank found to be in compliance since it was installed prior to 11/04/96, was not require to have spill/overfill protection.
• October 31, 2002. MDE-OCP oversaw the removal of the 550-gallon used oil UST. Soil samples were collected and analyzed for TPH-DRO and TCLP for case closure. MDE opened Case No. 2003-0600-BA2.
• December 2002. Amended UST registration lists four USTs commercially insured, installed between 1984 and 1985. Tanks have Stage I and Stage II vapor recovery.
- Three 10,000-gallon gasoline (single walled fiberglass reinforced plastic with single walled piping of similar material); and
- One 10,000-gallon diesel (single walled fiberglass reinforced plastic with single walled piping of similar material).
• March 20, 2003. MDE-OCP closed Case No. 2003-0600-BA2.
• December 2003. Self-audit conduced by CIFCO to comply with EPA’s Consent Agreement. Station addressed violations of release detection records by upgrading to an automatic tank gauging system.
-- Amoco Station, 14243 Jarrettsville Pike (owned and operated by BP Amoco).
Originally, seven USTs were located at the facility. On October 1, 1984, the systems was upgraded and three new 10,000-gallon USTs were installed.

- 5 soil borings (27 to 38 feet deep): traces of TPH-DRO 11.5 – 71.2 ppm
- 5 groundwater samples:
SB1 MTBE at 4.6 ppb, non-detect for other petroleum constituents;

Phase I Environmental Assessment - July 7, 2004 for a 1.5-acre property (3308 Sweet Air Road and 3410 Sweet Air Road) being considered for commercial development (bank or restaurant). Note in the Phase I the location was referred to as 3410 Paper Mill Rd. but it is actually 3410 Sweet Air Rd.
• 3410 Sweet Air Road - 0.439-acre undeveloped property owned by Lynch
- A 250-gallon heating oil aboveground storage tank (AST) located at the rear of the veterinary building.
- On May 26, 2004, untreated groundwater sample was collected (note no analytical data accompanied the report): MTBE - 512 ppb; ethyl tertiary-butyl ether (ETBE) - 85 ppb; TAME- 0.7 ppb; and 1,1,1-trichloroethane (TCA) - 0.6 ppb.
- BADEPRM indicated that a water treatment system would be required at the facility for future tenants.
• 3308 Sweet Air Road - 1.117 acres owned by Rittenhouse Fuel Company and improved with building that house the Jacksonville Veterinary Hospital.
• Discussed groundwater contamination problem related to the Four Corners’ gasoline retail activities.
• KCI recommended a Phase II Environmental Assessment.
-- July 13, 2004. MDE-OCP site visit to 3410 Sweet Air Road due to reports of MTBE at 512 ppb. Mr. Lynch indicated that bottled water was present and a PUR-carbon system had been placed on the faucet for treating animals. Advised to install full treatment carbon treatment system. Mr. Lynch indicated that he planned to move out of the facility in August 2004 to a new facility at 14240 Jarrettsville Pike.

Based on the July 7, 2004 Phase I, MDE-OCP sent a letter to Townsley Kelly LLC stating that the Jacksonville Veterinary Hospital would be required to install and maintain a carbon filtration system and recommended that a Phase II be conducted for the property of interest, given the historical release of petroleum products in the Four Corners area.
¦ July 23, 2004. MDE-OCP performed a compliance assistance inspection at the Exxon Station (14258 Jarrettsville Pike) which has 4 USTs. Facility was found to be in compliance but several outstanding issues must be addressed: complete tank registration for legibility; clean and maintain spill catchment basins (Outstanding issues addressed during a subsequent site visit).
¦ August 10, 2004. MDE-OCP performed a compliance assistance inspection at Amoco Station, 14243 Jarrettsville Pike. Facility was found to be in compliance but several outstanding issues must be addressed: spill bucket warped with 4 inches of free product; no elevated readings reported; and color code tank charts. Dispensers on-site had no sumps, shear valves were not secured; and no containment sumps around the submersible pumps (Outstanding issues addressed during subsequent site visits in September- October 2004 at the time of the piping upgrade).
-- August-October 2004. Jacksonville Veterinary Hospital relocated to 14240 Jacksonville Pike.
-- September 1, 2004. MDE-OCP reopened the case for the Groundwater Investigation at the Four Corners area involving stations that currently participate in gasoline retail activities. Case No. 2005-0326-BA2.

-- October 13, 2004. As a precautionary measure, two drinking water supply wells at Jacksonville Elementary School were also sampled. A full suite VOC analysis was performed.
