New York State environmental authorities have established this Superfund to defer the cost of Manganese cleanup. The Environmental Protection Agency (EPA) reports that Manganese is a hazardous material that has been known to cause serious health problems. The contamination of this site may include the groundwater, soil, or air, due to spills, leaching, or release of gases from hazardous materials.

Conditions at listing (December 1982): The Ludlow Sand & Gravel Site is an active landfill of about 5 acres in Clayville, just south of Utica, New York. The owner has accepted various industrial wastes (including PCBs, solvents, and heavy metals) and municipal wastes. A portion of the site is uncovered. Debris is washing down into a swamp, and leachate is running into a State-protected wetland. Surface water is contaminated with PCBs. The site is not fenced. The nearest residence is about 0.5 mile from the site and uses a private well.
Status (July 1983): The Town of Paris, New York, is suing to force Ludlow to stop all dumping at the site.
EPA is preparing a Remedial Action Master Plan outlining the investigations needed to determine the full extent of cleanup required at the site. It will guide further actions at the site.
