Toyota ordered two recalls — one in January of 4.5 million vehicles and a larger one in November — because, it said, accelerator pedals could become trapped under the floor mat or stuck partially depressed because of excess friction.
Safety regulators are looking into at least two accidents in which vehicles sped off roads and crashed, killing the occupants.
Other reports came from drivers who said their vehicle had accelerated on its own.
NHTSA records show dozens of consumer complaints about stuck throttles. And an Edmunds.com online forum has recorded consumer complaints on the issue since November 2006, according to USA Today.
