Officer Michael Breen testified in U.S. District Court Wednesday in the trial of the wrongful death lawsuit filed by the family of Victoria Cooper, who was killed six years ago. Cooper, 41, a West Haven mother of two, allegedly drove at Breen after a traffic stop on Route 80 on July 13, 1999. Breen fired twice. The first shot glanced off the vehicle's hood on an angle.
